Fiona BarshowMs. Fiona Barshow is a widely recognized industry leader across the national security, public safety and law enforcement information domain with over 17 years of professional experience. Since 2003, she has served as Vice President for Business Development with Citizant, Inc., a leading provider of full life cycle information technology solutions to the departments of Justice and Homeland Security, and other government organizations that protect and improve the lives of American citizens. Ms. Barshow's role includes developing sustaining relationships across the Justice and IT Government community; creating value-based IT and information sharing solutions to support mission execution; and collaborating with multiple stakeholders and securing vital contract vehicles to meet business development objectives. Ms. Barshow has been directly involved in providing solutions to support the missions of organizations such as: Office of Justice Programs (OJP); Federal Bureau of Investigation (FBI); Drug Enforcement Administration (DEA); Bureau of Alcohol, Tobacco, Firearms & Explosives (ATF); US Marshals Service (USMS); Executive Office for Immigration Review (EOIR); and multiple Department of Homeland Security (DHS) Components.

Prior to joining Citizant, Ms. Barshow served as Director, Business Development for SRA International, from 2003 – 2008. In this role, she collaborated with senior technical and management leaders across the organization to devise and execute a strategy for business growth across the federal, state and local Justice/Law Enforcement/Public Safety community. She successfully helped SRA position and secure contracts for Department of Justice mission critical programs including the Joint Automated Booking System (JABS); OJP's Grants Management System; and multiple technology and engineering contracts for DOJ's Office of Chief Information Officer (OCIO); DEA, FBI and U.S. Trustees Program (USTP). She was instrumental in establishing SRA as a leading IT partner with DOJ and the broader law enforcement community. Prior to SRA, Ms. Barshow served in highly visible corporate development roles with Pinkerton Computer Consultants, Inc. (now KForce Government Solutions) and Advanced Management Technology, Inc. (AMTI), where she supported international marketing programs.

Ms. Barshow has been a highly visible industry leader and contributor to advancing the information sharing mission. As an active participant with the IJIS Institute since 2003, she has enabled practitioner involvement in technology assistance projects, development of reference IEPDs, and government-industry dialog to advance understanding and development of technologies for information sharing. Ms. Barshow has participated on the IJIS Institute's Intergovernmental Relations Committee, and is currently Chair of the IJIS Institute's Governance Committee. Additionally, Ms. Barshow has served as Co-Chair for the Information Sharing Committee of the American Council for Technology – Industry Advisory Council (ACT-IAC) since January 2009. In this capacity, she provides a forum for public/private collaboration in designing and executing activities to advance the information sharing agenda. She is personally and directly involved in collaborating with organizations such as the PM-ISE and NIEM Program Management Office (PMO), in the context of industry engagement, to develop input and support initiatives for information sharing. Ms. Barshow's activities included leading the Information Sharing Committee's involvement in an industry survey to collect feedback relating to the challenges and opportunities for the information sharing environment; and organizing panel discussions on the advancement and adoption of NIEM.

Ms. Barshow holds an MBA in International Business from Johns Hopkins University's Carey Business School and a BS in Business Administration from Strayer University. Ms. Barshow serves as a mentor in formal mentor protégé programs for Women-In-Technology (WIT) and the ACT-IAC Voyager Program. She resides in Northern Virginia with her husband and two sons.
