George E. Cruser, Jr., Vice President and Federal Industry Leader: Departments of Homeland, Justice and State, International Business Machines, Inc.
Mr. Cruser has more than 25 years of experience in providing program management, systems integration, consulting and analytic services to the public and private sectors. The majority of his experience is related to business transformation and systems replacement, new program development, organizational restructuring, process engineering and change management.
Mr. Cruser currently serves as an industry vice president in the IBM U.S. Public Sector practice, responsible for all services work at the U.S. Department of Homeland Security, the Department of Justice, and the Department of State.
In this role, Mr. Cruser and his team lead and support a number of mission-critical information sharing programs for justice, public safety, and homeland security agencies and organizations in the area of counterterrorism, border security, public safety, law enforcement and homeland preparedness, response and resilience.
A sample of the critical programs he has led for U.S. government agencies include the:
- U.S. Department of Homeland Security, Bureau of Immigration and Customs Enforcement (ICE) and Bureau of U.S. Citizenship and Immigration (CIS) providing a broad range of transformational and transition working groups to DHS on behalf of ICE and CIS for the development of operational procedures, organizational structures, and business processes as the Department was established;
- U.S. Department of Justice providing a review of workforce hiring, training, and retention practices; and conditions of confinement reviews, including 43 jail inspections; and the customer support and information systems for the September 11 Victims Compensation Fund;
- Immigration and Naturalization Service (INS) providing organizational restructuring in preparation for moving from the Department of Justice to Homeland Security and the reengineering and change management of the Naturalization Program;
- Administrative Office of the U.S. Courts providing a comprehensive assessment of the Federal Probation and Pretrial Services System and a comprehensive assessment of administrative services; and
- U.S. Marshals Service providing strategic planning for the Justice and Alien Prisoner Transport System (JPATS).
Mr. Cruser also led an IBM engagement with the Australian Department of Immigration and Citizenship to transform immigration business processes and information systems.
In addition to his client related work, Mr. Cruser also previously led IBM public sector services sales and its financial management consulting practice with 600 consulting personnel.
