Ashwini Jarral

Director, Program & Technology Services

Mr. Jarral currently serves as director of program & technology services with the IJIS Institute, a nonprofit corporation created to help state and local law enforcement, justice, and public safety agencies apply technology through federal funding and industry partnerships. In this capacity, he manages technology assistance, training, and technical support organizations to provide support for national initiatives including the National Information Exchange Model (NIEM) standard. He designed and developed the infrastructure and processes for the first national help desk for the Department of Justice, Department of Homeland Security, and the Department of Transportation to provide support for the Global Justice XML Data Model (GJXDM) and the National Information Exchange Model (NIEM). Mr. Jarral plans, organizes, and manages the execution of the technology-based knowledge source and help desk projects, and he hires, trains, and manages technical staff to provide support to private sector and government agencies using GJXDM and NIEM. Within the technology services division, Mr. Jarral is responsible for organizing project resources, planning tasks, and developing formal project plans which include tasks, resources, dependencies and deliverables.

Prior to his current position as assistant director, Mr. Jarral was the technical project manager for Global Justice XML Help Desk where he was responsible for planning, organizing and managing the execution of the technology-based knowledge source and help desk.

Mr. Jarral has over twelve years of information technology, software deployment, configuration, tier 1 & 2 support, release management, business consulting, program management, project management, and pre sales experience in the telecommunications and publishing industries. He is an experienced technical manager with demonstrated abilities in setting up tier 2 support organizations to provide technical support for billing and order entry system to system administrators, database administrators, and developers. In addition, he worked closely with “C-level” executives to negotiate Service Level Agreements (SLA’s), maintain ongoing client relationships, and generating additional revenue by creating Professional Services & Consulting (P&C) opportunities. He has also managed teams to gather requirements, installation, and configuration of publishing and billing applications.

Mr. Jarral holds a B.S. in Decision Science and Management Information Systems (DMIS) and a M.S. in Management Information Systems. He is a Six Sigma Green Belt Certified Professional.
