Don Sutherland

Assistant Director

Mr. Sutherland has over 30 years of government and private sector management experience in information systems development and systems integration projects for international, federal, state, and local government. Since 1993, he has focused on programs dealing with integrated justice information systems, public safety, information sharing and intelligence systems, and, most recently, fusion center technologies at the state and local level.

At the federal level, clients have included FEMA, DEA, FBI, DOJ, DHS/TSA, ATF, USCS, US Courts, USMS, and BOP. He has led or participated in justice and homeland security efforts for the states of Mississippi, California, Texas, Arkansas, Indiana, Ohio, New York, New Mexico, Oklahoma, and Connecticut, as well as local law enforcement programs in San Diego, San Jose, Oklahoma City, and New York City. International efforts have supported law enforcement organizations in the United Kingdom, South Africa, Jamaica, and Europol.

During his career, Mr. Sutherland has served in senior program management and business development positions at Litton/PRC, TRW, Maximus, Siebel Systems, and ChoicePoint.

At the IJIS Institute, Mr. Sutherland serves as the Assistant Director for Intelligence and Fusion Center programs. His principal assignment is program manager for the Nationwide Suspicious Activity Report (SAR) Initiative (NSI) program, The NSI is a national priority counter-terrorism initiative jointly sponsored by DOJ, DHS, and the Program Manager – Information Sharing Environment (PM-ISE) to improve terrorism information sharing capabilities at all levels of Government. The NSI program involves the design and implementation of software applications and hardware solutions at all 72 designated state and urban area fusion centers as well as support to the FBI's eGuardian program and numerous DHS components and critical infrastructure sectors.

Mr. Sutherland holds a B.S. in Business Administration from Babson College in Wellesley, Massachusetts and a MBA in Finance from San Diego State University.
