David Usery

CEO/President, URL Integration

David UseryDave Usery is the founder and Chief Executive Officer of URL Integration, and currently serves as the Secretary of the IJIS Institute. URL Integration is a software and consulting company specializing in justice information sharing and technology. In this role, Dave provides corporate direction for the organization and leadership on the organization's integration and consulting engagements. He has led projects that range from business and exchange planning to statewide implementation of justice information exchanges using service oriented architecture (SOA) and related technologies. URL Integration was founded in 2002 and has since grown to 27 employees.

Throughout the course of his career, Dave has been actively involved in national efforts to develop and promote standards for justice integration. He has been involved in U.S. Department of Justice-sponsored Global XML Structured Task Force (XSTF) and was a member of the Integrated Justice Information Systems (IJIS) Institute's XML Committee. URL Integration's work on national standards projects, including the Corrections Technology Association (CTA) functional specifications, Law Enforcement Information Technology Standards Council (LEITSC) Records Management System and Computer Aided Dispatch functional standards and the National Center for State Courts (NCSC) Case Management System functional standards, has earned him a national reputation as a justice technology specialist. In addition, URL Integration was instrumental in developing reference Information Exchange Package Documentation (IEPDs) for multiple justice domains.

Prior to starting URL, Dave has had extensive experiences criminal justice technology leader and practitioner, with extensive experience working with public sector and non-profit organizations. While at SEARCH, the National Consortium for Justice Information and Statistics, he was the architect charged with developing the Justice Information Exchange Model (JIEM). JIEM has become a standard for documenting exchanges in the justice community. Also while at SEARCH, Dave provided technical assistance to justice agencies in justice integration planning, and was involved in a number of special research projects dealing with justice information technology.

Prior to SEARCH, Dave served as Chief Information Officer (CIO) for the Colorado Integrated Criminal Justice Information System (CICJIS) for five years and led the integration statewide to create a means of accessing and moving data through the criminal justice system. CICJIS was the first of its kind, of this scope, in the nation. In addition to his work with CICJIS, Dave served as the CIO at the Colorado Department of Corrections for six years. During this time, he led a major project to implement a system wide Offender Management System. Prior to serving as CIO, Dave worked as a researcher and clinician working with offenders at the State of Colorado, Department of Corrections.
