IJIS Adds Law Enforcement and Homeland Security Experts to Staff

IJIS is pleased to announce the addition of Mike Carter and Tim Grapes to our staff. Both are working in project management services, advancing key work for IJIS in law enforcement and homeland security areas.

Mike Carter is the Prescription Drug Monitoring Program (PDMP) project manager for the IJIS Institute and is also developing law enforcement technology training program. Carter has 25 years of law enforcement, criminal justice, and executive-level leadership experience at local, state, and federal levels of government. Prior to joining the IJIS Institute, Carter served as director of special projects and information sharing for the Illinois Criminal Justice Information Authority. While there, he authored Illinois Executive Order 14-06 that created the Illinois Data Exchange Coordinating Council and Illinois House Bill 5613 that created the Illinois Law Enforcement Sharing Task Force. Mike provided a personal and active approach to educating, coordinating, and initiating statewide efforts toward achieving executive and legislative sponsored efforts for creating a comprehensive information sharing environment.

Carter started his career at a suburban police department located on Chicago’s southwest side. He was assigned for several years to the Drug Enforcement Agency (DEA) Task Force and eventually worked his way through the policing ranks to become the lieutenant of operations. In 2004, Mike took on the position of training coordinator for the investigation unit of the newly created Office of Illinois Executive Inspector General, where he helped shape policies and procedures for conducting investigations of fraud, waste, and abuse within the state’s executive branch. 

Tim Grapes is the lead technical architect for the IJIS Institute and he manages the Springboard Certification Program. He has more than 20 years of progressive business and software executive leadership, consulting services management and solutions implementation across diverse government jurisdictions, professions, functional areas and private industry. Grapes has significant experience in cross-agency, jurisdiction, and profession alerts and warnings, hospital availability, patient tracking, resource management, situation reporting (SitRep), evacuee tracking and shelter management, and family reunification and repatriation. He has worked with standards development programs such OASIS, the National Information Exchange Model (NIEM),  HL7, and the Open Geospatial Consortium.

Prior to IJIS, Grapes was a managing associate with Arc Aspicio and served as the Department of Homeland Security program lead for Integrated Public Alert and Warning System (IPAWS) Public Information and Alerts for People with Access and Functional Needs and those with Limited English Proficiency. As an independent consultant, Grapes assisted OASIS with data exchange standards-related work. He also facilitated the DHS Practitioner Steering Group and Standards Working Groups as a vice president/partner for Evolution Technologies, defining standards processes, requirements, and design, and coordinating with other information-sharing initiatives such as NIEM, the National Incident Management System, the Health and Human Services Agency for Healthcare Research and Quality, and the Healthcare Information Technology Standards Panel.

Mike brings the practitioner’s perspective as well as state and local government experience, while Tim expands the breadth of our staff knowledge and reach into homeland security emergency management domains. These are valuable additions that will help us better serve our Member companies and provide practical and usable project outputs for our stakeholder communities.”
